New York Lawmakers Should Pass Bill Capping Amount Low-Income Residents With HIV Pay For Housing, Columnist Says
Some New York City residents with HIV pay as much as 70% of their income on housing because of the financial assistance they receive through the New York City HIV/AIDS Services Administration, New York Daily News columnist Errol Louis writes. According to Louis, lawmakers should pass a bill that would cap the rent contribution of low-income people with HIV/AIDS at 30% of their income, "the standard used for most rent-subsidy programs." The bill is currently before the state"s Assembly Ways and Means Committee. Louis adds that ensuring that people living with HIV are in "stable housing ò€¦ makes them less likely to run up big taxpayer bills by using public hospital emergency rooms for basic health care." He concludes, "Albany has a choice: do what"s cheap and quick in the short run, or do what makes long-term sense and saves lives" (Louis, New York Daily News, 5/31).

Study Shows The Negative Side To Positive Self-Statements In Self-Help Books
In times of doubt and uncertainty, many Americans turn to self-help books in search of encouragement, guidance and self-affirmation. The positive self-statements suggested in these books, such as "I am a lovable person" or "I will succeed," are designed to lift a person"s low self-esteem and push them into positive action. According to a recent study in Psychological Science, a journal of the Association for Psychological Science, however, these statements can actually have the opposite effect.

Personal Exposure Monitors Show Pharmacy Workers Inhale Drugs When Using Air Pressure-Activated Dispensing Machines
AlburtyLab released a report on its comprehensive evaluation of health risks for workers in pharmacies using air pressure-activated drug dispensing machines. The study tested pharmacy workers wearing personal exposure monitors (PEMs) while using the two leading types of air pressure-activated dispensing technologies - the McKesson/Parata Max and the McKesson/Parata RDS. This is the third major study conducted by AlburtyLab examining the issues relating to pharmacy worker exposure.

Congress Should Not Restrict Use Of Local Funds For Abortion Funding In D.C., Washington Post Editorial States

During debate on the fiscal year 2010 appropriations bill for Washington, D.C., some House members on Tuesday "are expected to use the opportunity to introduce provisions that limit how the district may use locally derived funds," including funding for abortion services, a Washington Post editorial states. "These efforts are wrong, infringe on the district"s right to self-rule and should be voted down," the editorial adds.According to the editorial, "For years, the district has labored under a provision that prevents it from using local tax dollars to fund or subsidize abortion services." The editorial notes that the "Hyde Amendment already forbids state and local jurisdictions from using federal money for abortion services, but it does not restrict these entities from using local tax dollars."A House subcommittee last month approved $768 million in federal funds for D.C., but Rep. Jose Serrano (D-N.Y.) -- chair of the subcommittee -- "stripped the abortion provision from the appropriations bill," according to the editorial. It continues that this version of the bill is "now before the full House Appropriations Committee," and "[s]ome abortion foes in the House plan to reintroduce the abortion-funding restriction."The editorial states, "Federal lawmakers have the right to seek limits on how federal money is used, but not to impose those same limits on states." It concludes that D.C. "should be treated with the same respect afforded every other sovereign jurisdiction in the country" (Washington Post, 7/7).
